Haryana Cooperative Sector Achieves Multiple Gains; Profitable PACS Increase from 33 to 51, 710 Computerised

Chandigarh, September 3: Haryana’s cooperative sector has advanced in financial performance, digital services, rural service delivery, grain storage and cooperative education. The number of profitable PACS has increased from 33 to 51, and all 710 PACS under Phase-I have completed computerisation. Currently, 515 PACS operate as Common Service Centres. Progress continues on the Comprehensive State Cooperation Policy, and the Centre of Cooperative Management (CCM), Rohtak, will be developed as a State Cooperative Institution affiliated with Tribhuvan Sahkari University. Haryana Chief Secretary Sh. Anurag Rastogi reviewed these developments during a meeting of the State Cooperative Development Committee (SCDC) on Thursday.

The meeting reviewed the roadmap developed for the PACS's financial health. The Chief Secretary directed officials to set clear timelines and ensure that at least 100 more PACS become profitable by March 31, 2027.

Regarding computerisation, all 710 PACS identified under Phase-I completed the day-end process by August 7, 2026, and have transitioned to the e-PACS system. Online audits have been completed for 708 PACS.

Principal Secretary, Cooperation Department, Sh. Pankaj Yadav informed that digital citizen services through cooperatives have expanded, with PACS integrated with Common Service Centres increasing from 410 to 515. Progress was also noted in the establishment of Jan Aushadhi Kendras through PACS. The Chief Secretary also suggested to hold a meeting with all PACS running such kendras and resolve any difficulties being faced by them.

The committee also reviewed the grain storage plan, identifying 55 locations with a total storage capacity of approximately 3.06 lakh metric tonnes.

Regarding cooperative education, the meeting considered a proposal for the Centre of Cooperative Management, Rohtak. The 2026-27 Budget Announcement states that the centre will be developed as a Cooperative College, with enhanced infrastructure to link it with Tribhuvan Cooperative University, a national institution for education, training, research, and development in the cooperative sector.

The meeting also reviewed progress on the Comprehensive State Cooperation Policy. A committee has been formed, inputs have been received from institutions and stakeholders, and the draft policy is under consideration for administrative approval.

The committee also reviewed the financial position of HARCO Bank and DCCBs, cooperative insurance initiatives, fertiliser-related activities through PACS, and other measures to strengthen the cooperative sector.

It was also informed that the Ministry of Cooperation has proposed a Potato Tissue Culture Facility in Haryana through Bharatiya Beej Sahakari Samiti Limited (BBSSL). The Development and Panchayats Department agreed to identify around 50 acres of contiguous land in a suitable potato-growing area for the facility. The facility aims to provide farmers with disease-free, high-quality potato planting material, improve productivity and strengthen agricultural development. The project is also expected to generate employment and contribute to Haryana’s economic growth.

Additional Chief Secretary, Development & Panchayats, Sh. Vijayendra Kumar, Chief General Manager, NABARD, Smt. Nivedita Tiwari, Managing Director & CEO, HARCO Bank, Dr. Prafulla Ranjan, and other senior officers were present in the meeting.
