Chandigarh,
Haryana Chief Minister Sh. Nayab Singh Saini on Saturday said the state government has given fresh impetus to its resolve to build a developed and prosperous Haryana, marking two years of its third consecutive term with a renewed commitment to good governance, transparency, public welfare and inclusive development.
Expressing gratitude to the people of Haryana for their continued trust and support, the Chief Minister said the government remains steadfast in its commitment to serving the state with dedication, transparency, sensitivity and accountability. He asserted that the government considers power not a means of exercising authority but an opportunity to serve the people, with the aspirations and welfare of Haryana's 2.80 crore residents at the heart of every policy and decision.
Addressing a press conference in Chandigarh to mark the completion of two years of the government's third consecutive term, the Chief Minister said the government's vision is to build a Haryana where every citizen has access to opportunities, essential services and the benefits of development, irrespective of region or social background.
Education Minister Sh. Mahipal Dhanda and Agriculture and Farmers' Welfare Minister Sh. Shyam Singh Rana were also present on the occasion. The Chief Minister also released a booklet highlighting the government's achievements over the past two years.
*Congress Made Haryana Number One in Corruption, Nepotism and Regional Discrimination- CM*
Launching a sharp attack on the Opposition, the Chief Minister said that while Congress leaders frequently claimed to have made Haryana a leading state during their tenure, the reality was that the state had emerged as number one in corruption, nepotism, fear, favouritism, regional discrimination and the parchi-kharchi culture.
He alleged that merit had been pushed aside in government recruitment, with political recommendations and monetary considerations determining employment opportunities. Irregularities and scams, he said, had become rampant across various sectors under the previous Congress regime.
The Chief Minister said the policies pursued by the Congress government had not only hampered Haryana's development but also deprived deserving citizens of their rightful opportunities. He accused the Congress of concentrating development in a particular region during its 10-year rule while neglecting other parts of the state.
Recalling the hardships faced by people during that period, he said residents had to wait as long as three days to obtain an LPG cylinder, while electricity supply was restricted to barely four to five hours a day despite promises of uninterrupted power. He said the Congress government had repeatedly failed to honour its commitments, prompting the people of Haryana to reject the party through the democratic process.
*Congress Leaders Who Avoided People While in Power Are Now Taking to the Streets- CM*
Taking a dig at the Congress leadership, the Chief Minister questioned the party leaders' sudden eagerness to connect with the public after having remained inaccessible during their years in power. He said the same leaders who are now taking to the streets and moving among the people had shown little inclination to meet ordinary citizens when they were in government.
In a pointed criticism of their attitude towards the public, he remarked that these leaders once found even the smell of people's sweat intolerable, but were now seeking to establish contact with the very people they had ignored.
The Chief Minister alleged that the policies of the previous Congress government had subjected ordinary citizens to hardship and harassment. The people, he said, had ultimately held the party accountable by voting it out of power.
*Viksit Haryana, Viksit Bharat- State's Development Roadmap Aligned with Vision 2047*
Outlining the government's long-term development agenda, the Chief Minister said Haryana is moving steadily towards becoming one of the country's leading developed states, in line with Prime Minister Sh. Narendra Modi's vision of Viksit Bharat 2047.
He said the guiding principle of Viksit Haryana, Viksit Bharat forms the foundation of the state government's policies and programmes, with particular emphasis on farmers' prosperity, economic empowerment of the poor, employment opportunities for youth, dignity and welfare of women, and strengthening of education and healthcare services.
The Chief Minister said these priorities are integral to the government's development strategy, which seeks to ensure that the benefits of progress reach every section of society and no region or community is left behind.
*76 Sankalp Patra Promises Fulfilled in Two Years, Work Underway on Remaining 141- CM*
Highlighting the government's progress in implementing its election commitments, the Chief Minister said that of the 217 promises made in the Sankalp Patra for the last Assembly elections, 76 have already been fulfilled within two years, while work is underway on the remaining 141. He said the government's vision of a developed Haryana rests on the prosperity of farmers, economic security of the poor, employment opportunities for youth, dignity of women and access to quality education and healthcare.
The Chief Minister asserted that the progress made in implementing the Sankalp Patra reflects the government's determination to translate its promises into concrete action and deliver tangible benefits to the people.
Detailing major initiatives undertaken by the government, he highlighted the Deen Dayal Lado Lakshmi Yojana, under which eligible women are provided financial assistance of Rs. 2,100 per month, and the procurement of all crops at Minimum Support Price (MSP).
He also referred to the enactment of legislation providing for five years' imprisonment for those involved in manufacturing or selling spurious fertilisers, seeds and pesticides, as well as a law aimed at curbing illegal migration through the dunki route.
Among other significant measures, the Chief Minister cited the guarantee of government employment for every Agniveer from Haryana, free dialysis facilities for kidney patients at all government district hospitals and medical colleges, and free medical treatment of up to Rs. 5 lakh for people aged above 70 years under the Ayushman Bharat scheme.
He further highlighted measures to ensure service security for contractual employees and the grant of land ownership rights to leaseholders whose leases predate the formation of Haryana.
The Chief Minister said these initiatives demonstrate the government's commitment to fulfilling its promises while strengthening social security, improving public services and creating opportunities for every section of society.
*PM Modi's Special Bond with Haryana Translates into Major Development Push-CM*
The Chief Minister said Haryana holds a special place in the public life of Prime Minister Sh. Narendra Modi, as the state has been his karmabhoomi. He said the Prime Minister's longstanding association with Haryana has translated into substantial support for the state's development. During his 18 visits to Haryana, the Prime Minister has announced development projects worth more than Rs. 86,000 crore, he added.
The Chief Minister further said Haryana has received more than Rs. 7 lakh crore under various Central Government schemes over the past 12 years, providing a significant boost to development across multiple sectors. He said this continued support has played an important role in accelerating Haryana's development and strengthening the state's contribution to the national vision of Viksit Bharat.
*HCS Results Reflect Shift from Parchi-Kharchi to Merit-Based Recruitment- CM*
Referring to the recently declared Haryana Civil Services (HCS) examination results, the Chief Minister said they reflect the transformation brought about in the state's recruitment system through the government's commitment to transparency and merit-based selection.
He said that under the previous regime, young aspirants were compelled to spend valuable time approaching political leaders, seeking recommendations and making repeated visits to secure government employment, instead of concentrating on their studies and preparation.
The situation has now changed, he asserted, with young people able to devote their time and energy to education and competitive examinations, confident that their hard work and merit will determine their future. The Chief Minister said the government has so far provided employment to 46,500 young people, reaffirming its commitment to ensuring fair and transparent recruitment.
He said even Opposition leaders were well aware that the present government had put an end to the parchi-kharchi culture in recruitment, despite the practices and arrangements inherited from the previous regime.
*Punjab Government Must Explain Failure to Fulfil Promise on Drug Menace- CM*
Questioning the Punjab Government over its handling of the drug menace, the Chief Minister said it must explain what progress had been made on its earlier promise to bring drug abuse under control within three to six months.
He said the Punjab Government had made a clear commitment to the people but had failed to demonstrate effective action despite having sufficient time to address the problem.
The Chief Minister alleged that the situation had deteriorated to such an extent that people were now afraid even to report drug-related activities. He said the Punjab Government must answer to the people for the assurances it had given and explain the steps taken to fulfil its commitments.
*PM Modi's Unwavering Dedication to Nation-Building an Inspiration for All- CM*
Praising Prime Minister Sh. Narendra Modi's leadership, the Chief Minister said his tireless dedication to the country's development, without fatigue, interruption or holidays, serves as an inspiration for public representatives across the country. He said the Prime Minister's relentless efforts towards national progress have raised expectations not only among citizens in India but also among Indians living abroad.
Recalling his visit to Sweden, the Chief Minister said he had witnessed tremendous enthusiasm for Prime Minister Modi, with people raising slogans of “Modi-Modi” and expressing keen interest in working and investing in India. He attributed this growing enthusiasm and international interest to the Prime Minister's policies, leadership and their impact on India's development.
The Chief Minister also criticised Congress leader Sh. Rahul Gandhi, saying he had failed to understand the Prime Minister's policies and their wider significance for the country's progress.
Chief Secretary Sh. Anurag Rastogi, Commissioner and Secretary Dr. Amit Agrawal, Commissioner and Secretary Sh. Ashok Meena, Commissioner and Secretary Sh. K. Makrand Pandurang, Media Adviser to the Chief Minister Sh. Rajiv Jaitly, and other senior officers were present at the press conference.
