Chandigarh, October 5 — Haryana Public Health Engineering and Public Works Minister Ranbir Gangwa said that securing land for road projects is often a major challenge, but Haryana has taken steps to make the process simpler and more transparent through technology.

 

The Cabinet  Minister shared Haryana’s experience with the e-Bhoomi model on Monday during the first day of the two-day national Chintan Shivir, ‘GatiShakti Se Pragati’, organised by the Ministry of Road Transport and Highways at Ekta Nagar in Narmada district of Gujarat. Union Minister for Road Transport and Highways, Sh. Nitin Gadkari, along with Public Works Ministers and senior officials from various states across the country, was present at the Chintan Shivir.

 

During the Shivar, Sh. Ranbir Gangwa spoke on the theme ‘Accelerating Land Acquisition and Leveraging Bhoomi Rashi’.  He explained how Haryana has integrated the process of making land available for road projects with an online system.

 

Sh. Ranbir Gangwa said that the success of any road project depends not only on funds and the construction agency, but also on timely availability of land. In Haryana, the e-Bhoomi system enables the process to be organised systematically, from assessing the land requirement and inviting proposals from landowners to taking the process forward.

 

He said landowners can voluntarily submit proposals to make their land available. The land is subsequently examined in accordance with land records and the requirements of the project. With the entire process being online, relevant information remains available at one place, while monitoring the progress of land procurement also becomes easier.

 

Sh. Ranbir Gangwa said the objective of the system is to simplify the process between landowners and the government. A transparent system ensures clarity in matters related to land procurement and helps make the land required for projects available in a timely manner. He said the prescribed procedure is followed in matters relating to land prices and procurement. The price quoted by a landowner is not treated as final, and the case is considered in accordance with the prescribed rules.

The Cabinet  Minister said that under the e-Bhoomi system, information from the stage of land offering through registration, payment, possession and mutation is recorded electronically. This brings greater transparency to the process and makes it easier for officials to monitor its progress.

 

He said Haryana’s experience could also be useful for other states. Advance planning for land availability and the use of technology in road projects can help projects move forward in a timely manner.

During the Chintan Shivir, Sh. Ranbir Gangwa welcomed Union Minister for Road Transport and Highways Nitin Gadkari. Discussions were also held on issues relating to road development in Haryana and availability of land for projects.

 

At the two-day national Chintan Shivir being held in Ekta Nagar, ministers and officials from across the country are sharing their experiences on various issues related to the road sector. Discussions at the Shivir are focusing on land availability, project implementation, highway safety, quality and project monitoring.
