Haryana Government Giving New Impetus to Urban Development; Cities to be Equipped with Modern Amenities

Rs. 829 Crore to be Spent on Development of Panchkula- CM

Chandigarh, September 18 – Haryana Chief Minister, Sh. Nayab Singh Saini, said that the Panchkula Metropolitan Development Authority is continuously working towards the balanced and comprehensive development of the Panchkula Metropolitan Area. For the financial year 2026-27, a budget of Rs. 829.23 crore has been earmarked through the Authority for development works in Panchkula. Of this, around Rs. 812.60 crore will be spent on capital works. The budget includes around Rs. 449.23 crore for infrastructure development, Rs. 270.59 crore for operations and maintenance, and Rs. 41.83 crore for works related to the urban environment.

The Chief Minister said that planned urban development has an important role in realising the vision of ‘Viksit Haryana’. Keeping in view the requirements of the State’s rapidly growing urban areas, long-term plans are being pursued while previously announced development works are being completed in a time-bound manner.

He said that the State Government’s objective is not merely to expand cities, but to provide citizens with better, safer, cleaner and modern urban amenities. Along with strengthening urban infrastructure, the Government is laying special emphasis on drainage, sewerage, roads, green spaces, cleanliness and modern urban management.

*Old Drainage System to be Modernised*

Sh. Nayab Singh Saini said that Panchkula’s nearly 45-year-old drainage system is being strengthened with modern technology to provide a permanent solution to the problem of waterlogging in urban areas. Under a pilot project, rehabilitation of a 900-mm diameter stormwater drain from Geeta Chowk to Town Park has been successfully completed at a cost of around Rs. 5.50 crore using Machine Wound Spiral Lining technology.

Following this, work to strengthen the drainage system from Town Park to Singh Nala Choe has been initiated at a cost of around Rs. 38.87 crore.

*Special Emphasis on Water Conservation and Environment*

The Chief Minister said that environmental conservation, along with development, is also a priority of the Government. A budgetary provision of Rs. 41.83 crore has been made for urban green spaces and environment-related works in Panchkula. Expansion of green spaces, maintenance of parks and reuse of water are being promoted in the city.

Treated water from the proposed Sewage Treatment Plants in different parts of Panchkula will be used in parks and green belts. Administrative approval of Rs. 24.60 crore has already been accorded for a proposed 10 MLD capacity STP in Sector-7C, while administrative approval of Rs. 28.49 crore has been accorded for a proposed 6 MLD capacity STP in Sector-5C.

*Clean and Beautiful Cities a Priority of the Government*

The Chief Minister said that the beauty of cities is determined not merely by roads and buildings, but also by a clean environment, well-maintained parks and civic amenities. Fourteen roundabouts in Panchkula have been beautified. Seasonal plants have been planted along major roads and roundabouts, while flower beds have also been developed.

He said that a robust road network, better traffic management and quality urban amenities are also priorities of the Government. Special maintenance and improvement works on various roads in Panchkula have been completed, while work on several important projects is in progress.

The Chief Minister said that the Government is developing cities not only according to present requirements but also keeping future needs in view. In this direction, a proposal for setting up a modern technology-based Integrated Command and Control Centre is also being taken forward to make monitoring of urban services and administrative systems more effective. The estimated cost of the project is around Rs. 208 crore.

*World-Class Sports Facilities Being Developed*

The Chief Minister said that sports facilities are also an important component of basic urban infrastructure in modern cities. A world-class shooting sports complex is being developed in Sector-32, Panchkula. Administrative approval of Rs. 173.48 crore had been accorded for the project, while after negotiations, a tender amount of around Rs. 109.80 crore has been approved. Work on the project commenced on June 16, 2026, and it is targeted for completion within 24 months.

Sh. Nayab Singh Saini said that the State Government’s development policy is centred on ‘citizen convenience, quality infrastructure and future-ready cities’. Every project announced by the Government is being regularly reviewed to ensure that development works do not remain confined to paper, but deliver tangible benefits to citizens.

He directed the officers to ensure that there is no compromise on quality, transparency and timely execution of urban development projects and that citizens’ convenience is accorded the highest priority.
