*Haryana Government Constitutes State Coordination Committee for ‘Reform Utsav’*
*Committee to Monitor Action on Citizens’ Suggestions; Chief Secretary to Head the Committee*
Chandigarh, September 2: The Haryana Government has constituted a 29-member State Coordination Committee (SCC) under the chairmanship of Chief Secretary Sh. Anurag Rastogi to ensure that reform-related suggestions received from citizens under the ‘Reform Utsav’ initiative, launched by the Central Government on August 10, 2026, are translated into departmental action and effectively monitored and reviewed.
The committee will include the Administrative Secretaries of the Departments of Home, Prisons, Criminal Investigation and Justice Administration; Health and Family Welfare; Social Justice, Empowerment, Scheduled Castes and Backward Classes Welfare and Antyodaya (SEWA); Youth Empowerment and Entrepreneurship; Higher Education; Development and Panchayats; Cooperation; Public Health Engineering; Sports; School Education; Industries and Commerce; Power; Women and Child Development; Citizen Resources Information; Urban Local Bodies; Transport; and Information, Public Relations, Languages and Culture, along with the Director General of Police, Haryana, as members. The Director General of Industries and Commerce will serve as the Member Secretary of the committee.
In addition, the Director General/Director of Information, Public Relations, Languages and Culture; Director General of Secondary Education; Director General/Director of Urban Local Bodies; Director General/Director of Social Justice, Empowerment, Scheduled Castes and Backward Classes Welfare and Antyodaya (SEWA); Director General/Director of Development and Panchayats; Special Officer (Community Policing and Outreach) in the Chief Minister’s Office; Director of Skill Development and Industrial Training; Chief Executive Officer of Haryana State Rural Livelihoods Mission; and State Coordinator of the ‘MY Bharat’ initiative will also be members of the committee.
The State Coordination Committee will provide overall strategic direction at the state level for implementation of ‘Reform Utsav’ and ensure that the initiative is implemented in Haryana in accordance with the objectives and guidelines of the Central Government. The committee will facilitate coordination among state departments, agencies and other stakeholders to ensure effective consideration and action on reform-related suggestions received from citizens.
The committee’s key responsibility will be to review and monitor the action taken by departments on suggestions received from citizens and oversee compliance within the stipulated timelines. It will also review Action Taken Reports (ATRs) and other progress reports submitted by the concerned departments and issue necessary directions for expeditious implementation of approved reforms.
The committee will also approve, monitor and periodically review the State Action Plan and implementation roadmap prepared under ‘Reform Utsav’. In case of inadequate progress in implementing any approved reform, the committee may issue necessary directions to the concerned departments for its expeditious implementation.
The State Coordination Committee will also coordinate with the Inter-Ministerial Steering Committee (IMSC), concerned Central Ministries and Departments, and the Central Nodal Officer (CNO) on the reform roadmap, grassroots outreach and compilation of feedback received from citizens.
The committee will also have the authority to invite Heads of Departments and other officers as Special Invitees for consideration and finalisation of any specific proposal or matter, as required.
