Grievance Redressal to Be Monitored More Closely; Directions Issued to Nodal Officers on ATRs*

 

*Review of Grievances Received Through CM Window, Jan Samvad and Social Media Grievance Tracker Intensified*

 

Chandigarh, October 6: Haryana Chief Minister's Special Officer (Grievance Redressal), Sh. Bhopal Singh Khadri, said that positive results have started emerging following the meeting held recently to review the redressal of grievances received through Jan Samvad, CM Window, SMGT (Social Media Grievance Tracker) and Samadhan Shivirs, as per the directions of Chief Minister Sh. Nayab Singh Saini. In this regard, a meeting of nodal officers of the Medical Education and Research and Health Departments was held today, during which special directions were issued regarding the Action Taken Reports (ATRs) on grievances. He said that merely recording action in the grievance redressal process is not sufficient; it is also being ensured that the concerned complainant has actually received relief.

 

Shri Khadri said that the problems of every complainant who approaches the Chief Minister with a grievance should be taken seriously and efforts should be made to resolve them. The documents of complainants are forwarded to the Chief Minister with the hope and confidence that action will be taken on their grievances. Therefore, nodal officers of the departments must ensure that effective action is taken on complaints and that the complainants receive proper relief.

 

He issued these directions while reviewing the Action Taken Report of grievances related to the Medical Education and Health Departments at his office in the Secretariat. During the meeting, a total of 259 complaints received since March 1, 2026 were reviewed, including 68 complaints received through Jan Samvad and 191 complaints received through CM Window. Information was sought regarding the action taken on the complaints, the status of pending cases and the steps being taken for their resolution.

 

He directed the nodal officers of the departments to regularly review complaints received through CM Window and Jan Samvad and ensure that the Action Taken Reports of cases where action has already been taken are updated on time. He said that action should not remain limited to merely forwarding a complaint from one office to another; rather, its actual status and resolution should also be closely monitored.

 

*Roadmap Prepared for Meetings with Around Seven Departments Over the Next Two to Three Months*

 

Shri Khadri said that a roadmap has been prepared for around seven meetings with various departments over the next two to three months. During these meetings, the status of complaints, action taken in pending cases and ATRs will be reviewed in detail with the nodal officers of the concerned departments, so as to make the grievance redressal process more effective.

 

He said that no complaint should remain pending and grievances should be resolved at the earliest. If a matter cannot be resolved at the departmental level, it should be brought to the notice of senior officers and referred for necessary action or disposed of as per rules. He said that cases requiring a decision or guidance at a higher level should not be kept pending unnecessarily and should be brought to the notice of the concerned officer in time.

 

*Complaints Related to MPHW Course Also Discussed*

 

The meeting also discussed complaints related to the Multipurpose Health Worker (MPHW) course. In this regard, Shri Khadri was informed that there are 24 private and two government educational institutions offering the MPHW course in the state. In 2025, the prescribed educational qualification for the course was increased from Class 10 to Class 12. Students are being provided education and training in accordance with the other prescribed rules as well.

 

The meeting was also informed that the Haryana Allied Health Care Council has been constituted on a temporary basis. Going forward, the norms for the MPHW course will be determined in accordance with the guidelines of the Council.

 

Shri Khadri said that, keeping in view the demands and expectations of the people, the Chief Minister has directed that special focus be laid on the redressal of complaints received through the Jan Samvad and CM Window portals. He directed the nodal officers to take grievance redressal seriously in accordance with this priority of the Chief Minister and make every effort to take each complaint to its logical conclusion.
