Eligible Voters Need Not Worry About Special Intensive Revision

Chandigarh, September 3: During the ongoing Special Intensive Revision (SIR) process in Haryana, members of the public have expressed apprehensions about the possibility of their names being deleted from the electoral roll due to discrepancies found during matching and failure to match with the electoral roll of the previous Special Intensive Revision. In particular, voters who have been residing in Haryana for a long time and have been voting here for years have expressed concern regarding the required documents and old electoral records.

In this regard, Chief Electoral Officer of the State, Sh. A. Sreenivas, clarified that the name of an eligible voter cannot be deleted from the electoral roll merely on the basis of the non-availability of old voter records and related documents.

During the SIR process, the eligibility of a voter will be examined on the basis of the available documents and rules prescribed by the Election Commission of India. The objective of SIR is not to delete the name of any eligible voter from the electoral roll without following due process. The purpose of this process is to make the electoral roll more accurate, updated and error-free.

As per the directions of the Election Commission of India, voters whose details do not match with the electoral roll of the previous intensive revision will have to submit the required documents, based on their date of birth, as evidence of their eligibility.

(a) If a person was born in India before 01-07-1987, he/she may submit any one document from the list of documents.

(b) If a person was born in India between 01-07-1987 and 02-12-2004, he/she will have to submit his/her own document and the document of either one of his/her parents from the list of documents.

(c) If a person was born in India after 02-12-2004, he/she will have to submit his/her own document and the documents of his/her father and mother from among the documents specified in the list.

If the parents are not Indian citizens, a copy of their valid visa and passport at the time of birth will have to be submitted.

(d) If a person was born outside India, a birth registration certificate issued by the Indian Mission will have to be attached.

(e) If a person has acquired Indian citizenship through registration/naturalisation, the citizenship registration certificate will have to be attached.

Indicative List of Documents Acceptable for Self, Father and Mother

1.         Identity card/Pension Payment Order issued to a regular employee/pensioner of the Central Government/State Government/PSU.

2.         Any identity card/certificate/document issued in India before 01-07-1987 by the Government/local authority/bank/post office/LIC/PSU.

3.         Birth certificate issued by the competent authority.

4.         Passport.

5.         Matriculation examination/educational certificate issued by a recognised board/university.

6.         Permanent residence certificate issued by the competent State authority.

7.         Forest Rights Certificate.

8.         OBC/SC/ST or any other caste certificate issued by the competent authority.

9.         National Register of Citizens (wherever it is in operation).

10.       Family register prepared by State/local authorities.

11.       Any land/house allotment certificate issued by the Government.

12.       For Aadhaar, the instructions issued through the Commission's letter No. 23/2025-ERS/Volume-II dated 09-09-2025 (Annexure-II) shall apply.

The Chief Electoral Officer has appealed to all eligible voters to ensure that they check their names in the draft electoral roll. If the name is not included, Form-6, and in case of any error, Form-8, should be submitted to the concerned Electoral Registration Officer (ERO) or Booth Level Officer (BLO) by September 30, so that the name of every eligible voter can be included in the final electoral roll.

So far, 1,36,646 Form-6, 10,156 Form-7 and 1,06,671 Form-8 have been received.

Eligible persons seeking inclusion of their names in the electoral roll or transfer of their names will also have to submit a declaration along with Form-6 and Form-8, in which details of themselves or their parents/grandparents in the electoral roll of the previous Special Intensive Revision have to be filled in. If an eligible person does not have the record/details of the electoral roll of the previous Special Intensive Revision, they must attach their documents as per their year of birth along with Form-6 and Form-8.

Voters are advised not to be concerned by any kind of rumour or misleading information. Voters who have any problem or doubt regarding their documents or voter registration may contact their respective area's BLO, ERO or AERO office, or call 1950, and obtain the necessary guidance as per the prescribed procedure.
