Clear LTC Timelines for Haryana Employees and Pensioners, Government Issues Detailed Guidelines
Chandigarh, September 17: Haryana Government employees and pensioners seeking to avail Leave Travel Concession (LTC) benefits will have to strictly adhere to the prescribed time limits, with the government making it clear that claims submitted after expiry of the relevant block period will not be admissible unless specifically permitted under the existing rules.
The Chief Secretary's Office, in a communication dated September 17, 2026, issued the clarification after various departments, boards, corporations and public sector undertakings sought guidance on cases where employees or pensioners had failed to submit the required LTC application or claim within the prescribed block period but sought to claim the benefit after the period had expired.
The department has categorically clarified that LTC cannot be allowed in such cases after expiry of the relevant block period. The only exception will be where the existing government instructions or rules specifically permit such a claim.
The clarification relates to the new LTC scheme for visiting the home town or any place in India applicable to Haryana Government employees and pensioners.
The government has also placed the responsibility on competent authorities to ensure that LTC applications and claims are submitted and processed strictly within the prescribed time limits and conditions under the applicable rules.
The instructions have been circulated to Administrative Secretaries, Heads of Departments, Divisional Commissioners, Deputy Commissioners, Sub-Divisional Officers (Civil), the Registrar of the Punjab and Haryana High Court, Accountant General (A&E), Haryana, and heads of boards and corporations.
The department has directed all concerned authorities to ensure strict compliance with the clarification in letter and spirit, effectively ruling out routine consideration of delayed LTC claims once the prescribed block period has expired.
